Rochdale Town Hall

The Problem

Rochdale Town Hall, a key landmark in the hometown of Target Fire Protection, went through an extensive £8 million restoration project. The town hall, which had been closed for refurbishment since 2018, reopened in March 2024.

The restoration sought to remove the 1960s- and 1970s-style office units that had concealed the building’s original Victorian Gothic features. Designed by William Crossland and inaugurated in 1871, the Grade-I listed building is celebrated as one of the UK’s premier examples of Victorian Gothic architecture.

Due to the building’s historic and intricate architecture, conventional red fire extinguishers would have detracted from its aesthetic appeal. A fire safety solution was required that not only met regulatory standards but also complemented the building’s timeless beauty.

The Solution

Target Fire Protection teamed up with CheckFire, a prominent UK Fire Trade supplier, to select the Contempo Antique Copper range of fire extinguishers, stands, and appropriate fire safety signage.

This selection ensured compliance with fire safety regulations while seamlessly blending with the building’s architectural elegance, drawing the attention of visitors who admired the antique appearance of the fire extinguishers.

The Project

The installation was carried out in multiple phases to align with the restoration schedule.

The first phase concentrated on the new entrance and the prestigious Mayor’s Chamber, noted for its appearance in the popular television series “Peaky Blinders.”

The second phase addressed the grand hall and main staircase, which can accommodate up to 250 people and features a meticulously restored tapestry.

The third phase, set for early 2025, will focus on the registry office and council spaces, transforming them into more accessible public areas.

The Support

Despite the complexities of the project, Target Fire Protection faced minimal challenges during the installation of the fire safety equipment. One significant obstacle was the prohibition against drilling into certain walls of the historic building. CheckFire quickly resolved this issue by providing fire extinguisher stands, ensuring the seamless integration of the copper fire extinguishers without compromising the structural integrity of the town hall.

The collaboration between Target Fire Protection and CheckFire ensured that all installations were completed promptly. Although a minor issue arose regarding the type of sign initially dispatched, CheckFire’s responsive and attentive customer service swiftly resolved the matter.

Additionally, Target Fire Protection praised the efficiency of the product delivery process. Despite an anticipated four-week lead time, CheckFire’s products arrived within four days, exceeding expectations and facilitating the efficient completion of the project.

Target Fire Protection was very satisfied with CheckFire’s support throughout the project, commending the quality of service provided.

Pennine Accounting Ltd

“Having recently moved into new office premises on the first floor we were unsure what our fire safety arrangements should be. We had an escape window but none of the staff have ever fancied the jump!

Richard recommended a fire escape ladder and two fire extinguishers.

One of Richard’s employees came to see us this week and brought all these items with him. He explained to myself and all the staff where in the office the items were best located. He also gave a thorough explanation, demonstrating how and when to use each of the fire extinguishers. We found the service excellent and very reassuring, and will confidently recommend Target Fire’s services to others in future.”

Rochdale Classic Car Show – Rotary Club of Rochdale

We had been contacted by the organisers of the Rochdale Classic Car Show, the Rotary Club of Rochdale. The council had told them they required fire safety points and fire safety equipment, like fire extinguishers. As this was a last-minute change, they needed the equipment asap so the event could go ahead.

Target Fire was recommended, and we were more than happy to help. Below is the letter we received from Neil Williams, Classic Car Show Coordinator.

On behalf of the Rotary Club of Rochdale, I would like to thank you for your support of our Classic Car Show. The event has been in planning for 12 months and from time to time we encountered different obstacles to our progress. One was the local authority pointing out that we needed to have Fire Points on the ground. It was quite late in the day, and we were not sure what to do, Ian Madeley said “he knew just the man”.

True enough, we thought we would have to use hundreds of pounds of the funds raised to fund the purchase and then storage of 2 fire points. Ian reported back that you had suggested that was not necessary and in fact, you were prepared to hire us for the 1 day, at a very reasonable cost, the equipment we needed.

This not only resolved the issue of providing the necessary equipment, but it also resolved the matter of storage and you have even gone to the trouble of delivering and collecting the equipment. Most importantly, it ensured that as much of the money raised on the day is used to support a number of very worthy charities. Your support has contributed to raising funds of £10,000, which will be distributed as needed, during the coming Rotary year.

The Rotary Club of Rochdale are ever grateful of your advice and support. Yours in Rotary

For the Fire Extinguishers, we were able to book a full-service visit from Jon our longest-serving engineer. He attended on the day arranged and carried out the service of 92 Fire Extinguishers and hose reels, furthermore creating an Asset list, which is housed on the Target Fire Customer Portal, and available to Anglo Recycling Technology at any time. We also sent a copy via email to enable them to keep track of all their assets in one place.

Jon took time to explain what he had done regarding testing 20% of water, foams and powder extinguishers so that over the next five years they would all be scheduled in and regularly tested. For any Extinguishers that required to be replaced, full reasoning was provided as to why this was and emailed through to the client in a report format.

Target Fire prides itself in being upfront and transparent with all our customers, and this was appreciated by the client who provided the following testimonial.

The feedback from the service last week is exemplary. Our operations Manager commented to me that it was much more thorough than he had experienced from our previous supplier, including some checks that had never been done before. He also complimented Jon your engineer for his professionalism in his tasks. So, many thanks, and to your engineer – please let him know – it was well received here.

Kind Regards

To match the locations in place we painted the new Fire Points wall red and installed signs as required. Initial work to install the signs with adhesive proved to be inadequate due to the environment so refitting was required with fixings which was completed. Our site contact provided us with a site map which has been updated with location numbers for the Fire Extinguishers. This matches the site list Target Fire Protection provide to all customers after
each service.

The customer is very happy with the process from survey through to completion of the necessary upgrades.

Bierkeller

The Burning Night Group was originally using several different maintenance companies to supply service and maintain their fire alarm servicing. This crated complications for the health and safety officer at head office managing various companies wasting time and resources. On holding meetings with Target Fire Protection the decision was made to bring all Bierkeller’s under the servicing of one company.

Target Fire Protection have built and positive working relationship with the Burning Night Group and have since began to now service all of the pubs that are owned by the Burning Night Group.

Nampak Co – Derby

Monthly fire extinguisher checks need to be recorded to check for loss of pressure, missing tamper seals, damage, misuse or any refills required. Comments are made in the Fire Logbook, and Target Fire Protection are called out to rectify any problems. This meant that a member of staff on site had to stop the job they were doing and spend time checking the extinguishers each month, which made that person less productive.

Target Fire Protection now provide the monthly checks and deal with any issues on site, saving the customer time and money.

The advantage of our own software is that we can provide an up-to-date site list, with details of the checks that have been made and any refills that have been done.

Waterhead Academy – Oldham

Waterhead Academy was formerly using two existing sites, Moorside and Roxbury campuses in Oldham, following the merger of Bleak Hill and Counthill Schools.

A new site was built with a modern sprinkler system. Fire extinguishers were not planned for until the Risk Assessment highlighted that there were none on site – this was the morning before the school opened.

As we serviced the two previous sites, we were called to carry out a survey and asked if we could supply and fit the extinguishers and EN3 location signs, before the school opened to pupils at 8.30am the next day.

A survey was carried out on the day of the first phone call to assess what was needed. It was then that we were informed that the extinguishers and signs would need to be installed the same day. The survey completed, calls were made to the engineers and stock collected from our own warehouse. In addition, at 5pm that evening, four engineers and the Director, commissioned, wall-mounted and sited 110 extinguishers, fire blankets and signs. At approximately 10pm that night, we left site, returning the following morning to site extinguishers in the music and PE departments, before the school opened.
